An armband is a band of material worn around the upper arm over the sleeve of other clothing if present. In a safety context armbands are worn to mark the wearer as belonging to group, having a certain rank or role, or being in a particular condition or state. So for example trainee employees may wear them to denote special care to be taken or first aiders to denote special competency.
